Most businesses need a fast website before an app. The exceptions — and how to avoid paying for both badly.

Founders ask for an app because competitors have one. Users ask for a site they can open from a WhatsApp link. Start with the link.

Start with a website when

  • SEO, ads or sales calls need a URL that ranks and loads.
  • The job works in a browser (booking, brochure, B2B demo).
  • You do not yet have weekly retention that justifies store fees — website development.

Start with an app when

  • The job needs camera, offline, or push as the product — not as decoration.
  • Users will open it several times a week (field staff, loyalty, delivery).
  • You can fund Play and App Store plus a year of maintenance.

The cheap combo that works

A fast marketing or web app first. A Flutter wrapper of the same API when usage proves it. Two native apps from day one is how budgets die.
